Check the system events in Event Viewer

I had the same problem after some Microsoft updates were installed. Notes, Admin and Designer crashed while start up.

There was an error about DCOM server and an executable to which the system the access denied (EVENT ID 10000). In my case it was C:\WINDOWS\system32\wbem\wmiapsrv.exe.

I had just to correct the security settings of the file. To prevent further problems I replaced the security settings of the files in the wbem folder with the settings of the folder itself (Folder Properties > Security > Advanced > check box "Replace permission...").

Afterward the applications started up normally.
